Joe Torres
Founder / Chief Executive Officer
Joe Torres began his fire service career over 26 years ago in the United States Air Force. He served 2 tours in Afghanistan and also served in the reserves as well. He has been a firefighter in the municipal setting now for over 20 years and is certified in disciplines such as Fire Prevention, Fire Arson Investigator Urban Search and Rescue, Fire Company Officer, Wildland Firefighting and State Fire Instructor.
His passion for the job reached outside the confines of shift work, starting with All Risk Shield in 2013, where he put his unique skill set and experience to work helping home owners understand their potential risks to wildfire. The education, information, and applicable practices proved successful in 2018 when the Woolsey Fire devastated much of Malibu. All of Joe's clients survived that fire, proving that the methods used were effective.
Joe is now focused on building upon the foundation established in 2018 after that event, the company began providing end-to-end services. educate and inform clients about their specific property, what actions can be taken, and provide real solutions.
Joe enjoys spending time surfing, going to the beach, horseback riding, and camping with his wife Amanda, and four children: Hank, Sadie, Eli, and Ezra.
Danny Aaron
Chief Operating Officer
Danny Aaron brings 25 years of fire service experience, with a background that includes the United States Forest Service, CAL FIRE, Orange County Fire Authority, and private industry. Throughout his career, he has served in leadership and operational roles including Crew Boss, Engine Boss, and Incident Commander Type 4 (ICT4), gaining experience across wildland and structural fire operations.
He joined All Risk Shield in 2024 and currently serves as Chief Operating Officer, where he provides operational oversight and leadership, supporting field operations and wildfire defense efforts.
Jon Ganley
Chief Administrative Officer / Dir. of Operations - Northern California
Jon Ganley brings over 22 years of service in the United States Coast Guard, retiring as a senior enlisted leader with a background in leadership, training, and operational readiness. During his career, he earned certifications including NREMT and Work at Heights and Rescue at Heights qualifications.
Since joining All Risk Shield in 2020, he has gained hands-on training and experience in property hardening, mitigation, and wildfire response.
He currently serves as Chief Administrative Officer and Director of Operations for Northern California, leading regional operations and field execution in support of ARS wildfire defense efforts.
Hector Garcia
Elite Services Group / Fire Defense Expert
Hector Garcia brings a background in wildland firefighting and mitigation, including three seasons with the National Park Service in the Santa Monica Mountains, where he served on a Type 3 engine supporting wildfire operations and response. He later spent four years with Allied Disaster Group (ADG) as a wildfire mitigation specialist assigned to a Type 6 engine.
He joined All Risk Shield in 2023 as a Fire Defense Expert, supporting wildfire defense and mitigation operations, and holds a Firefighter I certification from Oxnard College along with a Bachelor of Science in Fire Protection Administration and Technology.
Richard Clifford
Elite Services Group Response Team Lead / Fire Defense Expert
Richard Clifford brings more than 34 years of fire service experience, beginning his career with the United States Forest Service where he worked on engine crews, hotshot crews, and helicopter crews in wildland fire operations. He later served 27 years with the Camp Pendleton Fire Department, where he built a career in structural fire service and emergency response, retiring as a Station Captain.
He has been part of the All Risk Shield Elite Services Group for the past four years. As a Fire Defense Expert, he supports wildfire defense operations and property protection deployments, bringing decades of operational experience to ARS field operations.
James Garcia
Elite Services Group Team Manager - Southern California
James Garcia brings more than three decades of fire service experience, beginning his career in 1993 with the United States Forest Service, where he worked in wildland fire operations across the western United States. He later continued his career at Camp Pendleton, serving for over twenty years in emergency response, wildfire operations, structure protection, and incident management.
He joined All Risk Shield in 2023 after first working with the company more than three years prior. At ARS, he serves as the ESD Team Manager and the overall Equipment Manager, overseeing the readiness, maintenance, and deployment of pumps, apparatus, and field equipment in support of wildfire defense operations.
Jeff Terpstra
Agency Liaison / Elite Services Group Team Manager - Northern California
Jeff Terpstra brings over four decades of fire service leadership, beginning his career in 1977 in Santa Cruz County. He spent most of his career with Aptos-La Selva Beach Fire Protection District, where he rose through the ranks to Fire Chief.
He also served in multiple incident command roles on a CAL FIRE Incident Management Team, supporting complex wildfire operations across California.
Jeff joined All Risk Shield in 2024 and serves as Agency Liaison, Elite Services Group Manager – North, and Fire Defense Expert, supporting wildfire operations, property protection, and field leadership during active incidents.

Kim Park
Elite Services Group / Fire Defense Expert
Kim Park brings decades of fire service experience, including three seasons with the U.S. Forest Service and over 30 years with the San Marcos Fire Department, where he served eight years as a reserve firefighter and 26 years full-time, retiring as a Captain in 2012. His career includes extensive experience in fire service operations, leadership, and emergency response across a variety of environments.
He later spent five years in the private sector with Capstone and has been with All Risk Shield for the past four years, supporting wildfire defense operations, structure protection, and field deployments.
Eddie Cecena
Elite Services Group / Fire Defense Expert
Eddie Cecena brings more than 35 years of fire service experience, including time on elite wildland crews such as the Palomar Hotshots and El Cariso Hotshots, where he worked on major wildfire incidents nationwide. He later served with the Camp Pendleton Fire Department, retiring as a Fire Captain after a long career in operations, leadership, and mentoring.
He now supports All Risk Shield as a Fire Defense Expert within the Elite Services Group, bringing decades of wildfire and field experience to defense operations and preparedness efforts. Outside of work, Eddie enjoys time with his family, trail running, and mountain biking.
Dave Heil
Elite Services Group / Fire Defense Expert
Dave Heil brings over two decades of wildfire and structural fire service experience, beginning his career in 1998 with the U.S. Forest Service and CAL FIRE before serving with the Camp Pendleton Fire Department. There, he held roles including Hazardous Materials Specialist, Swift Water Rescue Team member, Lieutenant, and Rescue Officer before retiring in 2024. His background includes engine operations, Helitack, and leadership roles across both wildland and structural environments.
He joined All Risk Shield in 2025 as a Fire Defense Expert, supporting wildfire operations, structure protection, and client preparedness.
Ryan Oneill
Elite Services Group / Fire Defense Expert
Ryan O’Neil brings nearly three decades of federal fire service experience, including 29 years with the National Park Service working on hand crews and engine crews in wildland fire operations and response. He also has four years of private fire service experience as a wildland fire mitigation specialist. His experience spans both suppression and mitigation efforts across diverse fire environments.
He joined All Risk Shield in 2024 as a Fire Defense Expert, supporting wildfire operations, structure protection, and field deployments. His qualifications include ENGB, CRWB, ICT4, and EMT-B.
Kevin Saylor
Fire Defense Expert
Kevin Saylor brings a diverse background in fire service, construction, and risk management, including seven years as a Firefighter/EMT with experience in state and municipal operations. He also spent time in the private insurance sector focused on risk assessment and property protection, and has ten years of construction experience as a licensed California contractor. His combined experience provides a strong understanding of building construction, structural vulnerabilities, and practical mitigation strategies.
He serves as a Fire Defense Expert and Program Lead at All Risk Shield, supporting wildfire operations, property risk assessments, and client protection strategies.

Joseph “Joey” Gamez
Fire Defense Expert
Joseph “Joey” Gamez brings experience in wildfire operations and vegetation management, including work with Tulare County Fire Department and Santa Barbara City Fire fuels crew, along with five years reducing wildfire risk for PG&E and Southern California Edison.
He holds a Bachelor’s Degree in Fire Science from California State University, Los Angeles, an NREMT certification, and multiple wildland and fire inspector certifications.
He serves as a Fire Defense Expert at All Risk Shield, supporting wildfire operations, property protection, and field deployments.
Mike Baker
Elite Services Group / Fire Defense Expert
Michael Baker brings extensive wildland and structural fire service experience, beginning his career in 1991 with the U.S. Forest Service, where he worked on a Type 3 engine and spent seven years on a Type 1 Hotshot crew, including time with the El Cariso Hotshots. During this period, he served in leadership roles such as Engine Boss, Squad Boss, and Crew Boss, building over a decade of crew supervision experience.
In 2001, he transitioned to the Camp Pendleton Fire Department, where he served more than 20 years as a Company Officer, gaining extensive experience in fire operations, leadership, and incident response.
He now supports All Risk Shield with wildfire defense operations and operational readiness, bringing decades of field and command experience.

Fire Control Technician
Frank Rodriguez began his fire service path with the Ventura County Fire Department Explorer Program from 2022 to 2023, gaining early exposure to operations, training, and emergency response environments. In 2024, he completed the Oxnard College Regional Fire Academy and earned his Firefighter I certification, building a strong foundation in fire suppression and incident safety.
He joined All Risk Shield in 2026, supporting wildfire defense operations, structure protection, and field deployments during periods of elevated fire danger and active incidents.
Colton Morrow
Fire Control Technician
Colton Morrow, from Moorpark, California, has spent the past year with All Risk Shield gaining hands-on experience in wildfire defense, focusing on wildfire behavior, mitigation, and property protection strategies. As a Fire Control Technician, he operates high-pressure systems to apply long-term fire retardant and supports equipment readiness, including pumps and hose lines.
A recent high school graduate, Colton is pursuing a career in the fire service while continuing to build experience through his work supporting ARS wildfire operations and preparedness efforts.
Cody Thomas
Elite Services Group / Fire Defense Expert
Cody Thomas brings over a decade of fire service experience, including five years with Calistoga City Fire and ten years as a volunteer with Sonoma County Fire District. He has served in key operational roles such as Driver Operator, Engine Boss, and Crew Lead, developing strong leadership and field management skills.
In addition to his fire service background, Cody works in water management and irrigation, providing valuable expertise in resource management and infrastructure.
He joined All Risk Shield in 2025, supporting wildfire defense operations and field deployments.
Bryce Johnson
Elite Services Group / Fire Defense Expert
Bryce Johnson brings more than 25 years of fire service experience, including 5.5 years in wildland firefighting with the U.S. Forest Service and Ventura County Fire flight crew, followed by 20 years with the Santa Monica Fire Department, where he retired. Throughout his career, he served in roles including USAR member, paramedic, EMT, crew boss, and engine boss, with experience across both wildland and structural operations.
He has been with All Risk Shield for approximately two years, supporting wildfire defense operations and property protection efforts. Outside of work, Bryce enjoys spending time with his two sons and coaching youth baseball and football.
Jerrod “Luke” Krenkl
Elite Services Group / Fire Defense Expert
Jerrod “Luke” Krenkel began his fire service career in 1998 and brings decades of wildland and federal fire experience, including seven years with Department of Defense Fire at Fort Hunter Liggett and 20 years with the U.S. Forest Service on the Los Padres National Forest. He rose to Battalion Chief, working across handcrews, helitack, and engine companies with extensive experience in wildfire operations and leadership.
His qualifications include ICT3, DIVS, STEN, TFLD, ENGB, and Agency Representative, serving in leadership roles on complex, multi-agency incidents.
He joined All Risk Shield in 2026 as a Fire Defense Expert, supporting wildfire operations and property protection efforts.
Albert Diaz

Albert Diaz brings more than 30 years of fire service experience to All Risk Shield. He began his career with the U.S. Forest Service from 1994 to 1997, gaining experience in wildland firefighting operations.
In 1997, Albert transitioned to Camp Pendleton FD, where he built a long career spanning nearly three decades, serving as a Fire Captain. He holds certifications as a CSTI Hazmat Tech/Specialist and EMT.
Albert joined All Risk Shield as part of the Elite Services Group, where he serves as a Fire Defense Expert supporting wildfire defense operations, field deployments, and property protection efforts.

Scott Ackemann brings nearly 40 years of public safety experience, beginning his fire service career in 1985 with California State Forestry (CAL FIRE). He later served with Saratoga FD, Town of Orinda FPD, and San Jose FD after being hired there in 1989. During his career with SJFD, Scott served 17 years as a Fire Captain and has maintained his Paramedic license since 1996.
Following his retirement from San Jose FD in 2015, Scott continued his public safety career as a California State Park Peace Officer/Ranger from 2017 to 2024. He also served with his local volunteer fire department from 2015 to 2020, continuing his involvement in emergency response and community service.
Scott now supports All Risk Shield with wildfire defense operations and field deployments, bringing decades of fire service, EMS, leadership, and public safety experience to the team.
